The Client

A DoD security agency tasked with establishing guidance to industry on how to safeguard Controlled Unclassified Information (CUI).

Client Challenge

With multiple competing sources of guidance regarding the federal CUI program, a DoD security agency needed to establish itself and obtain credibility as the key provider of safeguarding requirements and incident reporting for CUI to the specific audience of DoD Industry partners. Prior to engaging Rockwood, there was minimal information targeted to Industry and their specific responsibilities for safeguarding this information. 

Rockwood’s Approach

Rockwood supported the client to communicate CUI safeguarding requirements and critical information with DoD Industry partners to help them stand up comprehensive CUI programs at their companies.  

Rockwood executed the following approach: 

• Researched and analyzed the key stakeholders across Industry to understand the different needs and preferences of each audience. 

• Wrote a communications plan with key messages and preferred methods of communication across each stakeholder group. 

• Developed a unique branding strategy for the client office.

• Facilitated meetings and focus groups with Industry to understand their perspectives and inform the communications messages.

• Designed unique visually appealing communications products aimed at specific target audiences.  

• Engaged directly with Industry to design, test and revise communication products with the target audiences, allowing active communication and credibility obtainment. 

Results

With Rockwood’s help, the client established itself as the lead communicator of information safeguarding and compliance requirements for Industry partners. The client, in partnership with Rockwood, proceeded to win an industrial security award for the effectiveness of the 17 published CUI communications products.
